Building a Non-Residential Project


  • Hire a Design Professional (Optional, but recommended)

  • Pre-Conference - Discuss all requirements of project and answer developer questions
  • Verify proper zoning - if not:
  • Zoning changes require
  • $1,100.00 - Application fee/Zoning sign
  • Application/Site plan/Background
  • Public Hearings before Planning & Zoning Commission
    and City Council
  • 6-8 weeks timeline
  • Verify if lot is platted properly (Lot, Block, Subdivision Name) - if not:
  • Preliminary & final plats and replats require:
  • Application (fees vary)
  • Submit drawings prepared by Registered Surveyor
  • Planning & Zoning Commission approval
  • 2-3 weeks timeline
  • 4 week timeline for residential replat due to advertising requirements for public hearing
  • File plat at Dallas County
  • Verify proper utilities to the site and on-site - if not:
  • Submit drawings prepared by a Professional Engineer
  • Obtain easements, if necessary, and file paperwork at Dallas County
  • Pre-Construction meeting
  • Sign Three-Way Agreement
  • Complete utility work prior to obtaining a building permit
  • Provide city maintenance bond
  • Apply for a building permit

APPLYING FOR A BUILDING PERMIT

  • Demolition of existing structure (Applicable)
    • Issue Separate Permit
      • Pay $25.00 Permit Fee
    • Compliance with State asbestos regulations
  • Submit completed Energy Conservation Compliance Code Form
    • Must be completed by licensed architect, engineer or approved certified individual
  • Submit 3 Sets of Plans to Building Official
  • Include all the Following as Applicable
  • Architectural
  • Site plan
  • Parking /Fire lane layout
  • Driveway/Sidewalk layout
  • Property fencing/ screening
  • Building sprinkler systems
  • Tree preservation
  • Landscaping
  • Storm water retention
  • Signs
  • Pools
  • Compliance w/asbestos (remodels)
  • Dumpster layout/ screening
  • Texas Accessibility Standards
  • Foundation
  • Electrical
  • Mechanical
  • Plumbing
  • Domestic water/Sewer requirements
  • Backflow prevention devices
  • Grease/Trap sand interceptors
  • Food service details
  • Exterior wall coverings
  • Outside storage/Display area
  • Accessory buildings
  • Erosion control
  • Engineering is required for the following:
  • Dimensional control
  • Foundations
  • Steel buildings
  • Tilt walls
  • Retaining wall - 4' or taller (measured from base of footing to top of wall)
  • Trusses, I-Joists, Flooring system
  • Form survey
  • Elevation certificate
  • Building Sprinkler Systems
  • Alarms, OSY, etc. (as required by Fire Department)
  • 4 weeks timeline typically (Austin Reviews)
  • Tree Preservation Plan or letter certifying no protected trees affected by project by Qualified Person (Separate Permit)
  • Landscaping Plans by Qualified Person (Separate Permit)
  • Separate irrigation permit
  • Issue permit to licensed irrigator
    • Pay $15.00 permit fee
  • Backflow report
  • Register backflow company (No Fee)
  • Return backflow report to City Building Inspection Office
  • Storm Water Retention
  • Retention plans must be prepared by Registered Professional Engineer
  • Confirmation letter at end of job that retention was properly built by same Engineer who designed job
  • Signs (Separate Permit)
  • Engineering required for pole signs over ten feet (10') tall
  • Issue separate electrical connection permit
  • Pay permit fee
    • $25.00 - Sign
    • $10.00 - Electrical connection
  • Swimming Pools (Separate Permit)
  • Signed off by TXU
  • Pay permit fee
  • $175.00 - In ground pool
  • $75.00 - Above ground pool
  • $75.00 - Spa only
  • Issue a building permit
  • Pay Fee (based on cost of construction)(water fees, sewer fees and pro-rata if applicale)
  • Register and validate sub-contractors to City of Duncanville
  • Register backflow testers
  • Provide paving bond for work on public right-of-way
    • $2,000.00 Bond payable to City of Duncanville
  • Street cut & barricade permit (No Fee)
  • All utility locates (No Fee)
  • Submit form survey
  • Elevation certificate (If required)
  • Call for required inspections at appropriate time - Building Inspection Department, Health Department, Fire Department, Backflow Department, Utility Department
  • Certificate of occupancy inspection by Building Inspection Department and Fire Department
  • Issue health permit (If applicable)
  • Pay permit fee
    • Full service restaurant - $425.00 per fiscal year
    • Fast food restaurant/convenience store - $250.00 per fiscal year
    • Seasonal establishments - $175.00 per fiscal year
  • Issue Certificate of Occupancy
  • Food Managers/Food Handlers (If Applicable)
  • Manager Certification - Re-Certification Program/Food Handler's Class
    • Manager must complete within 45 Days from opening or taking ownership of establishment a Texas Department of Health approved Manager Certification or Re-Certification program
      • $50.00 - Certification Fee
      • $35.00 - Re-Certification Fee
    • All other employees must complete within 30 days from opening or taking ownership of establishment the City of Duncanville Food Handler Course
      • $10.00 per employee
